He was sworn in as Sikyong on 27 May 2021 at a ceremony attended by His Holiness the Dalai Lama, who devolved his political authority to the elected leadership in 2011. The Sikyong election, held across exiled Tibetan communities in 30 countries including India, recorded a historic voter turnout of 77.02 percent\u2014the highest in the history of Tibetan exile democracy.<\/p>\n<p>Born in a Tibetan refugee settlement in southern India, Penpa Tsering earned a bachelor\u2019s degree in economics from Madras Christian College, Chennai (1985\u20131988). As a university student in the late 1980s, he was inspired by renewed demonstrations inside Tibet and the growing Tibetan freedom movement among refugees in India. During this period, he founded a Tibetan Freedom Movement office that led solidarity campaigns highlighting the situation in Tibet under Chinese rule and connected Tibetan communities in Tamil Nadu and the Union Territory of Pondicherry. Since graduating, he has remained consistently engaged in Tibetan political activism and advocacy.<\/p>\n<p>In 1996, Penpa Tsering was elected to the Tibetan Parliament-in-Exile representing the Domey Province Constituency, marking the beginning of a two-decade parliamentary career. He was re-elected in 2001 and 2011, served on key committees including the Budget Estimate Committee, and became Speaker of the 14th and 15th Tibetan Parliaments by majority vote. His work emphasized the Middle Way Approach advocated by the Dalai Lama, grassroots democratic strengthening, youth empowerment, and international advocacy. From 2016, he served as the Representative of the Dalai Lama and the CTA to North America, engaging U.S. lawmakers, officials, think tanks, and international forums on the Sino-Tibetan issue.
